It shall be the duty of the Special Senate Committee to Improve Government to examine and evaluate performance, efficiency, service-delivery and transparency across all public agencies, quasi-public entities, counties and municipalities throughout the commonwealth and matters related thereto. The committee shall seek to identify and recommend measures that will result in increased savings, improved performance and enhanced outcomes for the commonwealth, its political subdivisions and its citizens and may conduct other activities reasonably necessary to carry out its charge.
