Ensuring fair penalties

Messrs. Barrett and Brownsberger move to amend the bill by striking out, in section 14, in line 81, subsection 13B(b), and inserting in place thereof the following:- (b) Whoever violates this section or section 8M shall be punished by a fine of $50 for a first offense, by a fine of $100 for a second offense and by a fine of $150 for a third or subsequent offense. A penalty under this subsection shall not be a surchargeable offense under section 113B of chapter 175.
