Ensuring students' access to academic transcripts
Ms. Chandler moves that the proposed new text be amended by inserting after section 7 the following section:- "SECTION 7A. Chapter 15A of the General Laws is hereby amended by inserting after section 19E the following section:- Section 19F. (a) A public institution of higher education under section 5 shall not withhold a student's academic transcripts solely due to the student's failure to pay a loan payment, fine, fee, tuition or other expense owed to the institution, except that a student's academic credits and grades may be withheld for a course for which the student's tuition and mandatory course fees are not paid in full.
