Mr. Fattman moves to amend the report by striking out section 12, and inserting in place thereof the following section:- Section 12. The following standing committees shall be appointed by the President, to wit: A Committee on Bills in the Third Reading; To consist of 5 members, 1 of whom shall be appointed by the Minority Leader.
