Mr. Pacheco, Ms. Edwards, Ms. Jehlen, Messrs. Eldridge and Moore, Ms. Rausch, Mr. Brady and Ms. Lovely move that the proposed new text be amended by inserting after section ____ the following new section:- “SECTION_____. SECTION 1. (a) Notwithstanding any general or special law to the contrary, the department of energy resources shall, in coordination with the distribution companies, as defined in section 1 of chapter 164 of the General Laws, jointly and competitively conduct additional offshore wind generation solicitations and procurements, if it finds it is necessary to meet the statewide greenhouse gas emissions limits established in chapter 21N of the General Laws.
