Moore, Lesser and Tran move that the proposed new draft be amended by inserting after section 13 the following section:- “Section 13A. Said chapter 23J is hereby further amended by adding the following section:- Section 13. (a) There shall be within the center a Clean Energy Workforce Development and Training Program.
