Messrs. Tarr, Fattman, Keenan and O'Connor moved that the proposed new text be amended by inserting after section 5 the following 2 sections:- “SECTION 5A. Section 14C of chapter 7 of the General Laws, as so appearing, is hereby amended by inserting after the definition of “Funding source” the following definition:- “Quasi-public independent entity”, a corporation that: (i) is supported by the government to provide services to citizens, including, but not limited to, operating public buses and rail systems, developing drinking water and managing public pension information; and (ii) has certain budgetary, governing and policy-making independence from the executive and legislative branches. …
